Bill Carmichael, the legendary former Chairman of the Industries Assistance Commission, was a very influential figure behind major economic reforms that have delivered substantial benefits to Australia. We are delighted that Bill has submitted an important paper titled Governance arrangements for future trade negotiations to the Adelaide Economic Policy Forum. Bill’s paper is about the need for improved governance arrangements in trade negotiations. He proposes arrangements that would resolve the secrecy issue in negotiations and provide a basis for public participation in agenda setting and in scrutiny of negotiated outcomes. In doing so, he clarifies the objectives of trade policy, reviews how our trade negotiations have been conducted to date and identifies what needs to change. We publish Bill’s paper in full here.
